Impacts on North Atlantic Ecosystems: Evaluations and Policy Exploration
Fisheries Science and Management
in the North Atlantic
J-J. Maguire
Abstract
Institutionalised fishery management in the North Atlantic dates at
least 100 years. The structure, processes and roles of major interested
parties involved in fishery science and management (i.e., international
entities: ICCAT, ICES, NEAFC, NAMMCO, NASCO, NAFO, EU, and Norway, Iceland,
The Faroe Islands, Greenland, Canada, and the USA) and how they are
linked are described. The deterioration of fishery statistics as a result
of the imposition of management measures without the implementation
of adequate monitoring, control and surveillance programs is almost
universal. Strength and weaknesses of the various components in each
fishery management processes are identified and discussed, with particular
emphasis on the consequences of the single species approach generally
used and for the involvement of interested parties. Improved arrangements
for the provision of management advice are suggested.
